Когда закончится квартирный коммунизм?
В настоящее время в Москве не расселены еще примерно 100 тысяч коммунальных квартир, в которых проживают свыше 200 тысяч семей. Об этом сообщил в среду на пресс-конференции руководитель Департамента муниципального жилья и жилищной политики столицы Петр Сапрыкин.
По его словам, сейчас 62 тысячи таких семей стоят в очереди на получение бесплатных квартир. П. Сапрыкин подчеркнул, что в городе ведется активная работа по расселению жильцов из коммунальных квартир. Он напомнил, что в 1998 году в Москве была принята программа переселения до 2003 года из коммуналок в отдельные квартиры 17,5 тысячи семей коренных москвичей. При этом в настоящее время в столице отдельные квартиры взамен коммунальных получили уже 22 тысячи москвичей этой категории, подчеркнул руководитель департамента.
Вместе с тем П. Сапрыкин уклонился от ответа на вопрос, когда именно могут быть расселены все московские коммуналки.
Рассмотрение отложено
На заседании Московской городской Думы 30 января депутаты вновь отложили рассмотрение вето мэра Москвы на принятый парламентариями в ноябре прошлого года столичный закон "О внесении изменений и дополнений в Закон города Москвы "Основы жилищной политики города Москвы" от 11 марта 1998 года.
Как пояснила редактор документа председатель Комиссии по жилищной политике депутат Галина Хованская, рассмотрение документа было отложено, поскольку парламентарии изъявили желание встретиться с мэром города и выяснить его позицию по поводу этого документа и обозначить свою. Поэтому обсуждение заключения мэра было отложено еще на одну неделю.

Первый заместитель мэра в правительстве Москвы, глава Комплекса имущественно-земельных отношений Олег Толкачев полагает, что в продажу в столице может поступить от 5% до 10% земельных участков.
О.Толкачев подчеркнул, что "эти цифры являются предварительными", добавив вместе с тем, что "на них вполне можно ориентироваться". Он напомнил, что в соответствии с Земельным кодексом РФ не подлежат продаже земли, изъятые из оборота, зарезервированные под выполнение различных государственных и муниципальных целей, а также участки, запрещенные для приватизации. О.Толкачев заверил, что земля в Москве будет передаваться в собственность, однако реализовывать ее будут "в строгом соответствии с нормативами и обязательно на условиях аукционов". По его мнению, "это оптимальная форма продажи земельных участков". Первый заместитель мэра подчеркнул, что конкретные механизмы передачи земельных участков в собственность будут отражены в новом городском законе, который подготовлен возглавляемым им комплексом.
Он выразил надежду, что в первом квартале этого года в Московской городской Думе начнется обсуждение документа. О.Толкачев сообщил, что после принятия закона в городе все равно будет превалировать аренда как земельных участков, так и нежилых помещений, поскольку это более выгодно для муниципального бюджета. По его оценкам, продажа прав аренды земельных участков без обременений в центральной части города стоит примерно 7 миллионов долларов.
Плюс телефонизация всей Москвы
ОАО "Московская городская телефонная сеть" /МГТС/ приступило к массовым установкам телефонов в микрорайонах Северное и Южное Бутово.
В этих микрорайонах будут задействованы две новые АТС общей емкостью 20 тысяч номеров. Обе АТС были сданы в эксплуатацию в конце прошлого года, сейчас развернуты работы по выделению номеров и установке телефонов в квартирах.
По плану МГТС, в I полугодии текущего года будут удовлетворены все заявления граждан на установку телефона, поданные до 1 января 2002 года на Севастопольский телефонный узел. Неиспользованная номерная емкость двух АТС будет задействована позже, по мере строительства жилых массивов и поступления заявлений от населения.
Кроме того, Люблинский телефонный узел МГТС в первом полугодии 2002 года планирует установить телефоны в микрорайонах Карачарово, Грайвороново, Текстильщики, Рязанский проспект и Кузьминки. В ходе работы будут удовлетворены все заявления абонентов, поданные до 31 декабря 1999 года и частично - в течение 2000 года. Для установки телефонов будет использована новая АТС, также введенная в строй в конце прошлого года.
